New housing model by Montenegro’s Tenants’ Association aims for fairer and safer living

The Tenants’ Association of Montenegro – Moj Dom is launching a social project with a new housing model that has the potential to fundamentally change the rental and housing sector in the country, as announced by the association.

“This project is not only a response to a crisis that has lasted for decades – it is a step toward a fairer, safer, and more sustainable society,” they stated.

For many years, citizens have been left entirely at the mercy of private investors, whose primary motivation, according to the association, was profit.

“The state has been completely absent from housing construction, and the price of square meters has reached levels that have become unattainable for most citizens – especially young families, working families, and socially vulnerable groups. As a result, many are forced to live in rental status, with no real prospect of resolving their housing issues.”

The situation is further exacerbated by the gray area in the rental sector.

“Rentals are often conducted without contracts in order to avoid paying taxes, leaving tenants completely unprotected. Without legal security, citizens are exposed to the arbitrariness of landlords – sudden rent hikes and forced evictions, often overnight,” the statement said.

Their model – secure, affordable, and subsidized housing – addresses all of these challenges.

“With this project, we provide tenants with stability, legal protection, and affordable living conditions. We encourage landlords to operate within the law, which helps reduce the gray economy and benefits both landlords and the state. We also offer the state an opportunity to finally become actively involved in housing policy, as is the case in many European Union countries,” the Tenants’ Association said in the announcement.

They believe this is a significant opportunity for everyone to contribute to building a system where the right to a home will not be a privilege, but a fundamental human right.

“We are aware that any attempt at social change will face resistance. But we also know that no important change has ever come without effort, persistence, and faith in justice. The Moj Dom Association is using all available mechanisms – legal, institutional, and societal – to implement this model, which has the potential to become the foundation of social stability and dignified living for thousands of citizens,” they stated.

On this path, they emphasized, they need the support of all citizens, the civil sector, the media, international partners, and, most importantly – the state.

“If we truly want Montenegro to be a state of social justice and legal security, it is time to prove it through action. Therefore, we extend an open invitation to all relevant actors: let’s build a Montenegro together where every person has the right to a home and secure housing,” the Tenants’ Association of Montenegro – Moj Dom concluded.
