After receiving a supplementary evaluation from the IFC consultant and a legal opinion stating that the previous scoring of both bidders’ proposals with a “0” was not legally valid, the Minister of Economic Development, Nik Đeljošaj, announced that a continuation of the Tender Commission meeting has been scheduled for 6 PM today. The meeting will focus on analyzing and scoring the technical proposals. Scoring will be based on only two criteria, as one of the criteria, which carried the highest points, was fully conducted according to the rules.
Following the scoring, the Tender Commission will notify the consultant about the evaluation results to proceed with the next steps. The commission aims to finalize the ranking list and submit its decision to the Ministry of Transport by the end of the week. This will mark the completion of the commission’s work with full transparency and professionalism. A public statement will be issued after today’s session.
Two days ago, the government approved the Tender Commission’s proposal to extend the deadline for evaluating the technical offers by 30 days. This followed discussions among representatives of the parliamentary majority after a commission meeting, which was to verify the exclusion of one bidder and open the financial offer of the other, was canceled. The International Finance Corporation (IFC), engaged by the government as a consultant in the airport concession process, expressed serious doubts about the credibility of the tender process. IFC noted that such issues send a problematic message and create a negative perception of the entire procedure.
Two companies remain in the race for the concession of Podgorica and Tivat airports: Incheon International Airport Corporation from South Korea and Corporación América Airports S.A., a multinational company headquartered in Luxembourg with its operational center in South America.
