Citizenship policy is a sensitive issue that, among others, has a significant impact on the issue of the voter list, because citizens of Montenegro who meet other additional conditions have the right to vote. That is why it is necessary to initiate an inclusive dialogue on the creation of a citizenship policy that enables the exercise of all the rights of citizens, but at the same time takes into account state interests, notes the NGO Center for Democratic Transition.

As they state in the announcement, the citizenship policy conducted in the previous long-term period was well thought out. However, it is necessary to review whether all the effects of that policy were equal for everyone, whether anyone was discriminated against in the process of its administration.
