Ulcinj launches tender for feasibility study of proposed port development at Liman Bay

The Municipality of Ulcinj is planning to construct a port at Liman and has announced a tender for a feasibility study, which will include a comparative analysis of potential construction options.

According to the announcement, the study aims to identify the optimal dimensions and layout of protective structures for the port in relation to the initially identified potential locations within Liman Bay. The study will consider the following space usage scenarios:

The study must include an analysis of maritime conditions for the port’s placement, considering navigable areas and technical characteristics of vessels, oceanographic conditions with a focus on sea and wave conditions, and the need for port protection. It should also include a numerical model for wave deformation for existing and newly planned conditions, port accessibility, and vessel accommodation based on length and number according to location possibilities.

The proposed location is expected to accommodate vessels up to 30 meters in length and with drafts of 4 to 5 meters.

The documentation specifies that the proposed locations must include detailed solutions for coastal structures and suggest appropriate infrastructure (such as port protective structures, docks, seawalls, and other infrastructural solutions). These solutions must be analyzed from the perspective of maritime safety, vessel accommodation, technical and technological features, and necessary construction infrastructure.

Additionally, the study must include a preliminary design for a promenade along the port area.

The Municipality of Ulcinj will provide existing geodetic data (sea depths and land elevations) for the area of interest and will verify the final solution from the study, which will later be used to develop higher-level project documentation. The study should be a key document for understanding the necessary steps and potential challenges in constructing the new port and for attracting potential investors.

The study must also include a program for geotechnical investigations and an assessment of the construction costs for the port at the verified and selected location, covering all required project and supporting documentation through to its realization.
