Development plans for a new high-end tourist complex in Tivat are progressing, aimed at enhancing the town’s status within Montenegro’s luxury tourism sector. Project documentation reveals that the initiative will feature a five-star hotel along with a collection of luxury villas, thereby increasing the availability of premium accommodations along the Bay of Kotor.
The initiative is being spearheaded by a private investor and is set to take place in the Đuraševići area, which falls under the revised State Location Study for Kalardovo–Ostrvo Cvijeća–Brdišta. The site spans approximately 24,000 square meters, designed for low-density development that aligns with upscale resort principles rather than mass tourism.
The current proposal includes a central hotel structure adhering to five-star standards, complemented by around 20 villas or hotel dependencies aimed at guests desiring privacy and extended stays. This design strategy reflects current trends in Montenegro’s coastal tourism, where integrated hotel and villa concepts are increasingly preferred to attract high-spending international visitors and to prolong the operational season beyond the peak summer months.
In recent years, Tivat has emerged as one of the most dynamic investment areas along the Montenegrin coast, driven by developments in marina infrastructure, luxury hospitality projects, and residential tourism. This planned complex aligns with broader investment patterns and complements existing and forthcoming high-end resorts, reinforcing the municipality’s transition towards a premium tourism experience.
From an economic standpoint, such developments are typically associated with higher revenue per available room, improved off-season occupancy rates, and enhanced benefits for local services, construction, and employment. They also illustrate a strategic choice by investors and planners to emphasize quality and exclusivity over quantity, particularly in sensitive coastal regions.
The project is still pending further planning approvals and detailed design stages; however, its incorporation into updated spatial planning documents indicates institutional backing for ongoing investments in upscale tourism infrastructure in Tivat. If realized as planned, this complex would contribute to the expanding portfolio of luxury hospitality offerings that position the town as a key destination for high-value tourism and international investment in Montenegro.
