Montenegro’s Employers’ Union (UPCG) said on 28 October 2026 that talks on a new General Collective Agreement should not be concluded until open questions around the proposed “Euro model”, its alternative and measures put forward by the union are clarified. The employers’ representative in social dialogue said signing the agreement before those issues are resolved would be premature.
UPCG warned that a new agreement could increase obligations for businesses at a time when significant changes to the wage and business systems are being announced. It said it had proposed measures to protect employers and employees by preserving jobs. The union tied its warning to those announced system changes.
The General Collective Agreement is being negotiated by social partners. Trade union confederations called a day earlier for its urgent conclusion. UPCG said the unresolved questions should be addressed before talks are brought to a close.
UPCG said it had repeatedly called on the trade union to extend the agreement then in force at least until the end of 2026. The union said the absence of an agreement was “the responsibility of others, not the Employers’ Union of Montenegro” and maintained that any agreement “must result from responsible and sustainable social dialogue.”
