Benaba plans construction of 5-star Verona Garden Resort in Tivat on 2.6-hectare coastal site

Kotor-based company Benaba plans to build a five-star tourist complex, Verona Garden Resort, in Tivat. The project will cover nearly 2.6 hectares, with a total built-up area of about 38,000 square meters, including a main hotel building and six annexes.

According to documents submitted to the Environmental Protection Agency, the complex will be located in the coastal area of Tivat, near the Adriatic Highway and the airport, in the Župa neighborhood — designated for high-category tourism development.

The resort will include a la carte restaurants, three outdoor pools, a tennis court, parking, a garage, a children’s playground, an event plaza, and landscaped gardens and terraces. Building heights will range from ground level to four stories.

The design emphasizes a balance between built and natural space, integrating architecture with the surrounding landscape. The area will feature walking paths, plazas, green zones, and water features, all connected by pedestrian routes and visual corridors.

Next to the resort, a 45,000 m² historical and ethnographic park will be developed around Verona Palace and the Bizanti summer residence, showcasing local cultural heritage.

The landscaping concept will preserve native Mediterranean vegetation such as cypress, pine, olive, laurel, carob, tamarisk, oleander, lavender, and rosemary, complemented by green roofs and tree-lined buffer zones along roads.

The site is not part of any protected natural or cultural heritage area, though it lies within the broader Bay of Kotor region, which is recognized as a UNESCO World Heritage site. Authorities confirmed the project does not affect its boundaries or visual values.

The location is already connected to road, power, water, and sewage networks, allowing direct integration with public infrastructure.
