The Budva municipality has awarded a significant €18 million design-and-build contract to a consortium comprising Serbia’s Gemmax Gradnja and Montenegro’s Viamont. This project focuses on constructing a new road above the Grđevica riverbed and is noted as the municipality’s most substantial investment initiative to date.
The primary objective of this infrastructure scheme is to alleviate urban traffic congestion and improve access in one of Montenegro’s busiest tourism areas. The total value of the project will be influenced by various factors, including drainage engineering, flood protection measures, construction sequencing, and its integration with the existing road network.
In addition, Monteput is seeking procurement for supervision services related to the Markovići–Lastva Grbaljska section of the planned Budva bypass. This supervision contract is estimated at around €8.47 million including VAT and spans a duration of 78 months, covering all phases from preparation and design to construction and completion.
The extended supervision period highlights the complexity and scale of the coastal road program. Challenges such as mountain geology, dense urban development, property acquisition issues, and summer traffic restrictions may lead to delays and increased claims risk. Consequently, independent technical oversight will be crucial, particularly if design modifications occur after the main construction contract has been finalized.
Budva’s property and hotel sectors have expanded at a pace that outstrips the development of its roads, wastewater systems, and public spaces. As a result, there is an urgent need for municipal infrastructure improvements not only to support new developments but also to safeguard the revenue-generating potential of existing private properties.
