The current examination of the electricity tariff methodology in Montenegro, ahead of the upcoming regulatory period, reflects a significant adjustment in the country’s energy governance. Regulatory authorities are focusing on revising cost recovery frameworks, network charges, and incentive mechanisms to align more closely with operational realities.
In this context, the design of tariffs is increasingly centered on achieving a balance between affordability and the necessity for investment. Essential areas such as grid maintenance, reduction of losses, and the integration of new generation sources demand substantial capital investments. However, social and political factors impose constraints on pricing flexibility.
