The European Union Delegation has emphasized the need for investment in Montenegro’s airport sector, advocating for modernization efforts that align with European standards. This recommendation comes as the country evaluates options for enhancing its aviation infrastructure.
Current discussions involve the potential concession of Podgorica and Tivat airports, a process that has been ongoing for several years without resolution. EU officials are focusing on improving operational performance, efficiency, and regulatory compliance, while ownership models remain under consideration.
Montenegro’s airport system is experiencing structural challenges. Podgorica Airport serves as the primary hub with consistent year-round traffic, whereas Tivat Airport is predominantly seasonal, facing peak demand during the summer months. This disparity results in capacity pressures during high season and underutilization at other times.
The EU’s recommendations advocate for directing investments toward infrastructure enhancements, improvements in passenger handling, and adherence to environmental standards rather than solely increasing capacity. This approach aligns with broader EU transport policies in the Western Balkans, where aviation assets are increasingly recognized as integral components of interconnected transport networks.
The national operator has already proposed plans to invest in equipment and infrastructure upgrades. However, stakeholders indicate that substantial capital investments will be necessary to fulfill future demand and comply with EU standards.
The emphasis on modernization also affects the concession process. Future operators will be expected to provide not only financial resources but also enhancements in service quality and adherence to EU aviation regulations.
