EU opens roaming talks with six Western Balkan partners

The European Commission has opened bilateral negotiations with Albania, Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia on joining the EU’s “roam like at home” system. The proposed arrangement would let people travelling between the EU and the Western Balkans call, send text messages and use mobile data without additional roaming charges.

The talks will not immediately change mobile charges. The roaming area would expand only after agreements are finalised and each partner fully aligns its rules with EU roaming regulations. Once those conditions are met, the Commission will invite the Council of the European Union to approve the extension.

The agreements will be based on existing Stabilisation and Association Agreements, which the Commission said contribute to regional stability, economic integration and closer cooperation with the EU. The Council authorised negotiations in June. Commission President Ursula von der Leyen announced the initiative during a visit to the Western Balkans last month.
