Foreign Investment Trends in Montenegro’s Real Estate Sector

Foreign direct investment (FDI) remains crucial for the economic advancement of Montenegro, with the nation continuing to attract international investors thanks to its tourism potential, coastal property market, and aspirations for European Union membership.

In 2025, Montenegro experienced a total FDI inflow of €1.018 billion, marking a 14.2% increase from the previous year. Net FDI also saw an upward trend, totaling €530.7 million, which represents an 8.0% rise compared to 2024.

The distribution of foreign investment indicates a significant focus on real estate, with property investments amounting to €497.4 million, nearly half of the overall FDI inflows. Additionally, investments in companies and banks reached €131.8 million, while intercompany loans accounted for €319.2 million.

Key sources of investment included Serbia, contributing €141.8 million; Turkey, with €136.3 million; and Germany at €71.4 million. Together, these countries represented 34.3% of total FDI inflows into Montenegro.

The prominence of real estate investment in Montenegro presents both opportunities and challenges. While property development enhances tourism infrastructure and supports construction employment, it has a lesser impact on export capacity compared to investments in the industrial sector.
