France has reaffirmed support for Montenegro’s European Union ambitions and readiness to partner on development projects, French minister delegate Nicolas Forissier said at a meeting with Finance Minister Novica Vuković. Montenegro presented an infrastructure investment plan identifying 5.77 billion euros in projects for implementation by 2030, with transport infrastructure among the priorities.
Montenegro’s Infrastructure Investment Master Plan for 2026–2030 covers projects planned for delivery by 2030. Vuković said they create scope for international financial partners, with France among those Montenegro wants to involve. He described the country as entering a strong investment cycle and said it needed reliable international partners.
Forissier congratulated Montenegro on its reform results and backed its ambition to become the European Union’s 28th member by 2028. He also highlighted tourism’s importance to both economies, saying quality transport infrastructure was a key condition for competitive and sustainable tourism.
France can offer expertise, experience and support in developing and financing modern infrastructure solutions, Forissier said. Montenegro wants to expand cooperation with the French Development Agency (AFD), Bpifrance and Société Générale, focusing on financing priority projects in transport infrastructure, energy and renewable energy. Vuković said: “We want to turn French support for our European path into concrete investment and development results.”
Existing cooperation is based on a government-to-government (G2G) agreement and joint projects. One is construction of the University Clinical Centre in Podgorica, estimated to cost around 313 million euros, and presented as an example of French support for Montenegro’s development priorities.
Representatives of the French Ministry for Europe and Foreign Affairs and Montenegro’s Finance Ministry also took part in the talks. The two sides expressed readiness to intensify economic dialogue and identify specific projects for financing, including in infrastructure and energy.
