Gambling revenue in Montenegro rises sharply in first four months of 2025

Montenegro collected €12.07 million in revenue from games of chance and prize games during the first four months of 2025 — a 30.72% increase compared to the same period in 2024, according to the country’s Gambling Administration.

The most significant growth was seen in casino games, which generated €1.53 million — a rise of 69.59%.

Revenue from online gambling and other remote channels reached €4.92 million, marking a 47.58% increase. Additionally, income from slot machine clubs rose by 26.46%, totaling €2.32 million, while betting games brought in €3.26 million, representing a modest increase of 4.15%.

The Gambling Administration attributed this growth to the implementation of a unified digital information system, describing it as a key step in modernizing and digitalizing the sector.

“This system has fully met expectations, allowing for more efficient, transparent, and comprehensive oversight of gambling operators, while significantly improving control processes,” the agency stated.

The new platform enables real-time monitoring of financial flows, electronic data processing, and automatic report generation. These features have helped reduce opportunities for fraud and boosted operational efficiency. The system has also played a critical role in curbing the informal gambling market and increasing public revenues, reinforcing the strategic direction taken by the Gambling Administration and the Ministry of Finance, in line with the government’s broader goals.

The agency further emphasized that integration with other relevant institutions and enhanced cybersecurity have allowed for faster data exchange and early detection of irregularities, contributing to greater fiscal discipline and transparency in the gambling sector.
