The government of Montenegro has announced a tender valued at approximately €2.4 million including VAT aimed at the reconstruction and rehabilitation of local roads in Bijelo Polje. This initiative adds to the ongoing public construction efforts in the northern region of the country.
The Ministry of Public Works has set the estimated value of the tender at €1.98 million excluding VAT. The scope of the programme encompasses local and unclassified roads, focusing on road-foundation rehabilitation, drainage enhancements, and asphalt laying.
Contractors will be required to complete the project within 90 calendar days following their formal introduction to the works. Bids for this tender must be submitted by November 16, 2026, with no contractor selected as of yet.
This programme, while modest compared to Montenegro’s larger investments in motorways and national roads, holds significant importance for Bijelo Polje. Local roads are crucial for facilitating access for agriculture, small enterprises, forestry, manufacturing, and rural communities.
Poor road conditions can increase transportation costs and hinder market access, especially for businesses located outside urban centers. In northern Montenegro, enhancing local infrastructure is a vital component of broader regional development strategies.
The government aims to attract additional investments in tourism, agriculture, renewable energy, and manufacturing while improving connectivity between smaller municipalities and national transport corridors.
The tender is expected to generate immediate opportunities for regional construction firms, asphalt manufacturers, quarry operators, as well as suppliers of drainage and civil engineering services. The short implementation timeline suggests that a substantial portion of spending could commence promptly after procurement is finalized.
However, execution remains a critical challenge. Montenegro has faced delays in its capital programmes due to inadequate project preparation, unsuccessful tenders, or administrative hurdles.
If the procurement process for Bijelo Polje proceeds as planned, it could serve as a timely example of capital expenditure transitioning from budget allocation to tangible construction projects. Ultimately, the true value lies in enhancing the road network utilized daily by local businesses, workers, and agricultural producers.
