The government of Montenegro has initiated a €21.5 million construction tender excluding VAT for the expansion of the eastern stand and the addition of an underground parking facility at Podgorica’s City Stadium. This project marks another significant entry into the nation’s public construction agenda.
The tender encompasses approximately 31,667 square metres of gross developed area, featuring a stand that will accommodate around 6,100 seats. In addition to seating, the project includes provisions for media and commercial facilities alongside a two-level underground garage.
Bids for this project must be submitted by November 16, 2026. The financial structure indicates that the central government is expected to cover 95% of the construction costs, with the City of Podgorica responsible for the remaining 5%.
This procurement process follows the approval of a comprehensive framework aimed at redeveloping the stadium. As of now, no contractor has been chosen, and the commencement of construction is contingent upon the completion of the tender procedure.
The initiative is anticipated to generate various opportunities across sectors such as civil construction, structural works, mechanical and electrical installations, parking systems, interior fit-out, and specialized stadium infrastructure.
This development contributes to a growing list of publicly financed projects in Montenegro, coinciding with an increased focus on investments in roads, railways, health facilities, and environmental infrastructure.
The inclusion of an underground parking component is particularly relevant for Podgorica, as it aims to alleviate issues related to rising congestion and limited parking options in the city center.
This project integrates sports infrastructure with urban transport and commercial functionalities, rather than simply serving as an isolated stadium enhancement. The ultimate fiscal impact will be determined by tender pricing and contract execution.
For Montenegro’s construction sector, this tender signifies that a previously approved capital project has transitioned into a competitive procurement phase. If all proceeds as planned, construction could potentially commence towards the end of 2026 or early 2027.
