Montenegro’s Transport Ministry has not received a letter of intent from French consultancy Artelija to prepare a master plan for the country’s airports, Transport Minister Radoš Zečević said. He said 13 airport projects would proceed without waiting for the plan, although no decision has been made on who will prepare it.
Zečević said the ministry had not received the letter, adding that this did not rule out its arrival later. The projects concern the airports in Podgorica and Tivat. Their management, which is leading the work, and representatives of the relevant ministries discussed projects for next year ahead of a working group meeting on priority airport investments.
The meetings identified projects to be carried out and their budgets, and some are already at the design stage, according to Zečević. He said the work was important but could not be completed quickly enough for the main tourist season, so some projects had been prioritised independently of the master plan.
Urgent work includes refurbishing a terminal used to receive passengers and building a canopy at Tivat Airport. Other priorities include bringing a backup power cable to Podgorica Airport and expanding the capacity of the building’s metal-and-glass structure, specifically its right wing when viewed from the airport. The list also includes increasing parking capacity at both airports.
Projects already under way will not be put on hold until the master plan is prepared; they are expected to become part of the document later. Zečević said they were being prepared so they would not amount to wasted spending and could be incorporated into the plan. He added that preparation of the master plan could take one year longer.
The question of a master plan comes as the government considers the future of airport concessions. On 23 July 2026, the government approved a draft decision to cancel the public call for concessions for the Podgorica and Tivat airports. The call was launched in 2019.
