Montenegro’s national distribution operator, CEDIS, is initiating a comprehensive ten-year development strategy aimed at modernizing the country’s electricity distribution network from 2027 to 2036. This plan focuses on integrating renewable energy sources, enhancing digital capabilities, accommodating growth driven by tourism, and ensuring long-term resilience of the grid.
The framework is pivotal for Montenegro’s energy transition, as it addresses the critical infrastructure necessary for connecting renewable energy projects, tourism facilities, industrial demands, and electric mobility to the grid. While much attention has been given to generation projects like solar and wind installations, the distribution network’s capacity is increasingly seen as a limiting factor in realizing these ambitions.
CEDIS’s draft strategy outlines significant investment priorities targeting medium-voltage and low-voltage networks, digital grid technologies, modernization of SCADA and ADMS systems, advanced metering infrastructure, corporate software improvements, integration of distributed generation, and support for e-mobility infrastructure.
Montenegro’s existing electricity network faces substantial challenges due to outdated infrastructure, particularly in rural and mountainous areas where tourism is expanding. The analysis within the development documentation reveals significant disparities in the 10 kV network structure across various regions. Coastal and urban areas are progressively utilizing modern cable systems, while northern and peripheral regions remain reliant on less resilient overhead infrastructure.
In Region 4, which encompasses key tourist destinations, cable networks now make up over 52% of the total 10 kV system. Substations in popular coastal areas like Rozino and Budva feature advanced transmission capabilities supported by modern cable designs. This shift illustrates the growing dependence of Montenegro’s tourism sector on reliable electricity infrastructure to sustain luxury developments and accommodate seasonal demand peaks.
Conversely, northern regions are predominantly served by overhead lines, comprising approximately 82.2% of the network in Region 6. This reliance increases vulnerability to adverse weather conditions and operational disruptions. As Montenegro seeks to bolster winter tourism and develop ski resorts in these areas, addressing the northern grid’s challenges becomes essential.
The Jezerine substation serving the Kolašin ski zone exemplifies efforts to enhance reliability through improved cable infrastructure due to its significance for tourism supply. The interconnection between tourism development and electricity infrastructure continues to grow more pronounced.
Coastal regions are experiencing heightened pressure from summer tourism growth, leading to increased demand in areas such as Budva and Tivat. These regions are identified as critical load centers requiring enhanced network capacity and flexibility to manage seasonal peaks effectively.
As Montenegro accelerates its renewable energy initiatives, the distribution system must evolve from traditional one-directional power flows to accommodate large-scale distributed generation sources such as rooftop solar installations and commercial solar projects. This transition necessitates advanced digital management systems capable of handling complex operational environments.
A key focus within CEDIS’s modernization plan is on implementing SCADA systems, ADMS platforms, smart metering technologies, and broader digital grid management solutions. These upgrades are foundational for managing a future electricity system characterized by high renewable energy penetration and fluctuating consumption patterns.
The financial implications of this development plan are significant. CEDIS has indicated that investments related to distribution modernization could surpass €250 million by the decade’s end. The new framework suggests that cumulative capital expenditure requirements may rise further as renewable integration accelerates.
This investment landscape is crucial for attracting renewable project financing in Southeast Europe. Investors are increasingly evaluating not only resource quality but also factors such as curtailment risks and long-term network expansion plans that influence project viability.
Moreover, reliable electricity systems are essential for supporting luxury developments and hospitality projects that require power supply standards comparable to those in Western Europe. Montenegro’s EU accession process further intensifies expectations for robust infrastructure capable of supporting renewable readiness and digital advancements.
The inclusion of e-mobility infrastructure within CEDIS’s planning framework highlights Montenegro’s gradual shift towards electrification trends. Although electric vehicle adoption remains nascent, deploying charging infrastructure will exert additional pressure on distribution networks in urban coastal areas.
At the same time, electrification presents opportunities for improving grid flexibility through integrated solutions like smart metering and demand-response systems as part of modernization efforts.
CEDIS’s strategy also emphasizes reducing technical and commercial losses across the network—an ongoing challenge throughout the Western Balkans that affects operational stability and increases costs.
The framework positions Montenegro within a broader context of utility modernization similar to trends observed in Central and Eastern Europe. However, executing this ambitious plan will require stable financing, regulatory clarity, efficient procurement processes, engineering expertise, and coordinated efforts among various stakeholders including CEDIS, CGES, EPCG, municipalities, renewable developers, and tourism investors.
As Montenegro navigates these complexities within its regional context—where transmission systems struggle with increasing demands from renewable projects—the success of CEDIS’s modernization strategy will be critical for facilitating a more electrified economy that is both sustainable and resilient.
