Montenegro has unveiled its draft National Energy and Climate Plan (NECP), outlining a comprehensive strategy for overhauling the country’s energy landscape by 2030. This plan aligns with European Union climate and energy objectives while highlighting significant strategic and regulatory challenges that must be navigated for successful execution.
The draft plan specifies a target to elevate the share of renewable energy to 50 percent of total final energy consumption by 2030, a marked increase from current levels, necessitating rapid advancements in wind, solar, and other clean energy technologies. Additionally, it aims for a 55 percent reduction in greenhouse gas emissions from 1990 levels, consistent with EU climate obligations, and seeks to lower final energy consumption to 0.73 million tonnes of oil equivalent (Mtoe), reflecting enhanced energy efficiency measures and restrictions on demand growth.
The primary goal of these initiatives is to reduce air pollution, enhance energy security, decrease reliance on fossil fuels, and improve citizens’ quality of life through emission reductions and modernization of energy infrastructure. These efforts are part of Montenegro’s broader strategy to align its energy and climate policies with EU frameworks as it progresses towards EU membership.
Despite these ambitious targets, the strategic impact assessment accompanying the NECP highlights considerable challenges that could impede full implementation. A key issue is the ongoing dependence on coal-fired generation, particularly at facilities like the Thermal Power Plant Pljevlja, which is expected to remain operational until at least 2041, with only a gradual decrease in operating hours post-2030. This continued reliance on coal complicates efforts to achieve emissions reduction and decarbonization goals.
The assessment also points out inadequately developed legal frameworks and regulatory structures, particularly in critical areas such as transportation, where decarbonization strategies and supporting legislation are still lacking. Stakeholders caution that without comprehensive policy instruments and enforcement capabilities, the ambitious goals may remain unfulfilled.
Land ownership disputes and infrastructure limitations are identified as additional practical barriers to achieving targets, especially in expanding renewable energy capacity and enhancing grid interconnections. Analysis of energy sector planning within the context of European integration indicates that overcoming these obstacles will necessitate targeted reforms, streamlined permitting processes, and effective coordination among national and local authorities.
The draft NECP is designed to be the principal framework guiding Montenegro’s energy transition throughout the decade ahead, merging climate and energy objectives into a unified strategic approach. The realization of its goals will hinge not only on meeting technical and investment benchmarks outlined in the plan but also on policymakers’ ability to address regulatory gaps, overcome institutional challenges, and ensure effective implementation at all levels.
