Montenegro’s Residential Property Prices Reach Record Levels

In the fourth quarter of 2025, Montenegro’s residential property market recorded its highest price levels to date, with the average cost per square meter for newly constructed apartments reaching approximately €2,206. This figure, while slightly lower than the previous quarter’s peak of €2,228, remains indicative of strong demand coupled with limited supply in the housing sector.

The coastal regions have seen a significant divergence in pricing trends, with average square meter costs in these areas rising to around €2,570. This figure is notably higher than the national average and reflects the impact of foreign buyers and tourism-related investments in driving up prices along the Adriatic coast. In Podgorica, the capital city, demand has also remained strong, with average prices nearing €2,141 per square meter. In contrast, central and northern parts of Montenegro continue to show lower price levels and fewer transactions in new construction projects.

A detailed analysis reveals that a substantial portion of the €2,206 average price stems from construction costs, which account for roughly €1,724 per square meter. The remaining costs are attributed to land preparation, regulatory expenses, and taxes. This breakdown highlights how various input costs and regulatory factors significantly influence overall housing prices.

Despite a slight decline in quarterly prices suggesting a potential stabilization following a period of rapid price increases, the market remains elevated compared to historical standards. Continued interest from both local buyers and foreign investors persists, particularly in prime coastal areas where demand driven by tourism and associated amenities continues to thrive.
