Montenegro’s solar energy landscape is evolving as the Gluhi Do solar plant near Bar has received environmental clearance for its development. This project includes the installation of 6,110 photovoltaic panels on Paštrovačka Gora, marking a shift towards smaller-scale solar initiatives beyond the previously dominant utility-scale projects.
The Municipality of Bar granted approval for the project’s environmental impact assessment submitted by DD Solar Gradnja, facilitating progress in the permitting process. The site spans approximately 73,426 square meters, with the photovoltaic panels occupying around 18,979 square meters.
According to project documentation, Gluhi Do is expected to have an installed photovoltaic capacity of approximately 5.485 MWp DC and will feature 235 supporting structures, each supporting 26 modules. The anticipated output power for the facility is about 3.4 MW, indicating its relatively modest scale compared to larger solar developments currently being pursued in Montenegro.
Strategically located on Paštrovačka Gora, the site is near the Podgorica–Petrovac road and close to the Sozina tunnel area. A 35 kV overhead line connecting Virpazar to Buljarica and Podgor will serve as the intended connection point for the project, with road access available from the E80 corridor.
This project exemplifies a potential trend in Montenegro’s solar market, where future developments may prioritize proximity to existing medium-voltage infrastructure rather than solely focusing on large land availability.
For developers, access to the grid is becoming increasingly critical alongside solar irradiation potential. A project with favorable resource conditions but challenging network access may be less appealing than a smaller installation adjacent to existing infrastructure with straightforward connection options. As Montenegro expands its renewable energy portfolio, this distinction is likely to gain significance.
The Gluhi Do project highlights the importance of not overlooking smaller initiatives in favor of only large-scale solar schemes. A diverse array of renewable installations in the single- and double-digit megawatt range can enhance geographical distribution of generation, enable local developer involvement, and create investment opportunities that do not rely on extensive capital typical of major utility-scale projects.
Progress through permitting and financing for smaller projects can differ from larger counterparts. While they require lower capital investment and simpler construction processes, their economic viability can be more sensitive to costs associated with connections, land arrangements, and financing terms.
The environmental consent obtained represents only one step in the overall development process. This approval indicates acceptance of the environmental assessment contingent upon specific mitigation, monitoring, and operational measures outlined in the documentation. However, it does not confirm that financing has been finalized or that grid connection arrangements have been secured. There is no publicly available timeline for capital expenditure or commissioning at this stage.
Future developments will ultimately determine whether Gluhi Do transitions from a permitted project to operational capacity within Montenegro’s expanding renewable energy framework.
The significance of the 35 kV connection cannot be understated. As solar energy integration increases, developers will need to address more than just physical proximity to existing lines; they must also consider network capacity assessments, voltage behavior, protection requirements, reverse power flows, and system capabilities for simultaneous generation from multiple plants.
This evolving landscape will gradually alter the competitive dynamics within Montenegro’s solar market. The most successful projects may not necessarily be those with extensive land or maximum theoretical generation capacity but those that successfully combine viable land use, environmental approval, strong solar resources, credible financing options, and technically feasible grid access.
Gluhi Do aligns with this broader transition within the sector. The initial phase of solar development in Montenegro was characterized by ambitious plans for large generation zones. The forthcoming phase is expected to focus more on individual projects navigating their respective pathways through environmental approvals, connection studies, land rights negotiations, construction procurement processes, and securing financing.
This approach illustrates how a proposed renewable energy pipeline can evolve into a functional electricity generation system. While Gluhi Do alone may not significantly alter Montenegro’s overall energy production balance, it may reflect a more mature market where renewable investments are increasingly defined by numerous projects successfully advancing through essential stages toward grid integration.
