Montenegro’s registered unemployment rate has decreased to 7.84% in May 2026, marking the lowest figure since the Employment Agency began tracking this statistic. This decline has been consistent over the initial five months of the year, with the unemployment rate dropping from 8.99% in January to 8.98% in February, 8.85% in March, 8.49% in April, and finally reaching 7.84% in May.
This reduction in unemployment is accompanied by notable employment growth, with an average of 276,500 individuals employed between January and May, representing a 5% increase compared to the same period in 2025. The tightening of the labor market is evident as more individuals secure jobs.
For businesses in Montenegro, the record-low unemployment presents both opportunities and challenges. Increased employment leads to higher household incomes and a larger tax base; however, a diminished pool of available workers can complicate recruitment efforts, especially in labor-intensive sectors.
The report from the Ministry does not include information on job vacancies, sector-specific employment data, or statistics regarding foreign workers, making it difficult to identify where labor shortages may be most acute.
The timing of this labor market development is significant, as May signals the onset of Montenegro’s peak tourism season. During this period, industries such as hospitality and retail typically require a considerable influx of seasonal labor.
A labor market already experiencing record-low unemployment prior to the summer season introduces new economic constraints. Future growth may increasingly hinge not on demand but rather on the availability of sufficient workers to meet that demand.
This progress in Montenegro’s labor market is now leading to a second-generation challenge. While the country has successfully reduced unemployment rates, the next focus will need to be on enhancing productivity, increasing labor-force participation, and improving skills to ensure that limited worker availability does not hinder economic growth.
