Porto Montenegro, a luxury marina and mixed-use development located in Tivat, has amassed total investments nearing €1.021 billion since its inception in 2007. This figure marks one of the most significant private capital investments in Montenegro’s post-independence economic landscape. The cumulative capital reflects expenditures on marina infrastructure, residential properties, hospitality venues, retail space, utilities, and associated construction activities over nearly two decades.
In the first half of 2025, the developer recorded an additional investment of €37.5 million, demonstrating the project’s continuous capital deployment. During this period, Porto Montenegro contributed approximately €20.9 million to Montenegro’s gross domestic product (GDP), accounting for around 0.6 percent of the national output for that timeframe. This contribution highlights Porto Montenegro’s role as a concentrated hub of commercial activity encompassing construction, services, tourism, and high-end real estate.
The fiscal impact of Porto Montenegro during early 2025 further illustrates its economic importance. Public levies and obligations linked to the development totaled €3.594 million, predominantly from taxes along with customs duties and social contributions. Additionally, net wage payments for employees at Porto Montenegro amounted to €4.624 million, bolstering household incomes and stimulating local consumption amid inflationary pressures affecting consumer prices across the country.
As of mid-2025, Porto Montenegro supported 494 jobs, employing both Montenegrin citizens and international staff. This diverse workforce reflects the development’s global orientation, attracting talent across various sectors such as hospitality, marine services, construction, retail, and property management while fostering high-skill job opportunities within the local economy.
The project’s supply chain dynamics have also been significant. Over 3,000 suppliers were involved in project activities during this period, with a considerable number being Montenegrin companies. This extensive supplier engagement not only enhances local content but also stimulates sectors such as logistics, materials production, professional services, and engineering through sustained capital inflows and ongoing construction cycles.
Porto Montenegro’s physical expansion has transformed the former military shipyard site into a vibrant area covering nearly 248,500 square meters, with more than 189,000 square meters of permanent structures completed. These include hotels and residential and commercial properties available for market sale. However, it is noteworthy that only 647 commercial beds are currently offered as hotel or short-term rental accommodations due to the mixed-use nature of the project and the prevalence of private residential holdings.
The overall development is reported to have achieved approximately 43 percent completion of its planned build-out on the main site after 18 years of progress. Beyond infrastructure improvements, Porto Montenegro has spurred broader tourism enhancements in Boka Kotorska by introducing new luxury hotel options and attracting high-value international brands to the area. The presence of upscale hospitality assets promotes longer visitor stays and higher spending per visitor, thereby enhancing Montenegro’s coastal tourism appeal.
This evolution coincides with a transitional phase in Montenegro’s economy characterized by resilient GDP growth primarily driven by services and tourism sectors. As inflation shows signs of moderation from previous spikes, factors such as euroization and integration with European markets continue to bolster investor confidence alongside substantial foreign direct investment flows into real estate and tourism infrastructure.
For investors, Porto Montenegro stands as an example of how large-scale marine and mixed-use developments can attract foreign capital while generating sustained domestic economic activity. The scale of investment made, integration of residential and hospitality components, and alignment with luxury tourism trends collectively position this project as a key element in Montenegro’s economic diversification strategy.
