Montenegro is actively pursuing an energy transition aimed at decreasing its reliance on imported electricity through the enhancement of renewable energy sources and the efficient utilization of domestic resources. Policymakers and industry experts increasingly recognize that expanding renewable energy generation is crucial for improving energy security, ensuring a stable electricity supply, and aligning with European climate and decarbonization objectives.
The electricity system in Montenegro has historically depended on a limited number of large generation facilities. The primary sources of domestic electricity production include the hydropower plants Piva and Perućica, along with the Pljevlja thermal power plant, which serves as the foundation for baseload generation. During favorable hydrological conditions, Montenegro can meet most of its electricity demand locally; however, in times of low water inflows, the country often resorts to importing electricity.
This inconsistency in hydropower output has prompted government efforts to diversify the energy generation mix. By increasing the proportion of renewable sources such as wind and solar energy, Montenegro intends to stabilize its electricity supply and minimize vulnerability to variations in hydrological conditions and fluctuations in international power markets.
Energy analysts highlight that Montenegro still has significant untapped energy potential. Economic analyst Predrag Zečević noted that the nation possesses considerable hydropower resources and substantial coal reserves that have yet to be fully developed. He advocates for energy policy that prioritizes maximizing existing hydro and thermal capacities while gradually integrating renewable technologies.
Zečević also pointed out that Montenegro currently satisfies a large portion of its electricity requirements through low-carbon sources, with approximately 70 percent being sourced from “green” energy, primarily hydropower. This existing renewable foundation offers a solid basis for further decarbonizing the energy sector.
Concurrently, the government is establishing regulatory frameworks to encourage investments in renewable energy projects. Matija Medojević, state secretary at the Ministry of Energy, indicated that the necessary legislative framework for renewable development has been established. The government’s reform agenda now aims to enhance this framework to create a stable environment conducive to attracting investments in new energy initiatives.
This modernization of regulations is critical as Montenegro aligns its energy policies with European Union standards. As a candidate for EU membership, Montenegro is progressively adopting EU energy legislation, including directives related to renewable energy development, energy efficiency, and carbon reduction measures.
Recent studies suggest that expanding solar and wind energy initiatives could greatly increase domestic electricity production while ensuring environmental sustainability. The country’s geographical advantages include strong wind resources in coastal and mountainous regions as well as high solar irradiation across much of its territory.
The development of these renewable resources is anticipated to significantly reduce Montenegro’s dependence on electricity imports. Historically, during periods of low hydropower production, Montenegro has relied on imported electricity to fulfill domestic demand, exposing its economy to price fluctuations in regional power markets.
By enhancing renewable generation capacity, policymakers aim to bolster energy independence and establish a more resilient electricity system capable of meeting demand even during adverse hydrological conditions. Additionally, increased renewable capacity could enable Montenegro to export surplus electricity during peak generation periods, thereby strengthening its position within regional energy markets.
The overarching objective of Montenegro’s energy strategy is to integrate various complementary sources of electricity. Hydropower will continue to serve as the backbone of the system, while thermal generation will provide stability and baseload capacity. Wind and solar projects are expected to contribute an increasing share to future electricity production.
This diversified strategy reflects the challenges faced by smaller energy systems. Countries with limited generation portfolios must navigate the balance between decarbonization goals and energy security needs, ensuring that the shift towards renewable energy does not jeopardize the stability of electricity supply.
For Montenegro, expanding renewable energy sources represents both an environmental imperative and an economic strategy. By reducing dependence on imported electricity and enhancing domestic generation capabilities, the country aims to create a more resilient energy system aligned with long-term European transition objectives.
