A new five-star resort project featuring 736 beds is advancing to the environmental-permitting phase at Velika Plaža near Ulcinj, marking a significant addition to Montenegro’s tourism and real estate landscape. The Adriatic Project company has submitted necessary documentation for the proposed Faro dell Adriatico complex located in Donji Štoj.
The resort is planned to span approximately 92,570 square metres, incorporating 244 accommodation units and 635 parking spaces. Once operational, it is anticipated to create around 300 jobs.
The initial design of the project covered about 120,000 square metres; however, this area has been reduced due to part of the site being designated as a protected wetland. Environmental assessments have identified 63 species of conservation significance, indicating that biodiversity considerations will play a crucial role in the permitting process and may influence the final design of the resort.
This development comes at a time when Ulcinj is experiencing renewed interest from investors, attributed to its extensive coastline, available land for development, and a relatively low number of high-end hotel accommodations compared to other popular destinations like Budva, Tivat, and the Bay of Kotor.
Velika Plaža has been recognized as one of Montenegro’s largest undeveloped tourism areas; however, environmental sensitivities and planning restrictions have hindered significant project advancements. The introduction of a 736-bed resort would notably enhance the availability of higher-category accommodations within the municipality and drive demand across various sectors including construction, hospitality services, food supply, transportation, and local employment.
The primary challenge facing this project lies in securing the necessary permits. Environmental regulations may necessitate additional design modifications or could impact the construction schedule, especially in regions where development intersects with protected habitats.
This initiative underscores both the investment opportunities and challenges associated with Velika Plaža: while it holds substantial potential for tourism development, any large-scale projects will encounter increasingly stringent environmental assessments.
