Montenegro’s Ministry of Spatial Planning, Urbanism and State Property issued a building permit to Ski Resort – Kolašin 1450 for a four-star Hotel L, with total gross floor area of 7,535.18 square metres. The permit was issued on 31 August 2026, and a supplementary decision on 20 October specified that the hotel would operate under a condominium model, according to the ministry’s decisions.
The building is planned on part of urban plot UP3, within the Spatial Plan for Special Purpose Bjelasica and Komovi – Detailed Design of the Kolašin 1450 Site, in the cadastral municipality of Smrčje. Its planned configuration is a basement, ground floor, two upper floors and an attic.
Permit documents set gross floor area at 2,051.15 square metres for the underground levels and 5,484.03 square metres for the above-ground levels. Together, those areas total 7,535.18 square metres.
The supplementary ruling followed a request by the investor on 19 October to have the operating model explicitly included in the permit. The ministry considered the request justified because the condominium model was already included in the revised main design, the building’s technical description and the design review report.
The model can allow individual ownership of accommodation units while they are used for tourism within the hotel system, in line with applicable regulations. The issued documentation does not specify the number of units or whether any will be offered for sale.
Design approvals and construction deadlines
Moncore DOO of Podgorica prepared the main design, led by architect Jovana Miljanin. LTC consulting DOO of Kotor reviewed the design, with Ksenija Vukmanović leading the review.
The Environmental Protection Agency approved the environmental impact assessment report on 4 August 2025. The Ministry of Tourism approved the hotel’s main design on 30 July 2026. The permit process also included approvals from the competent institutions for electronic communications, transport infrastructure, water supply and sewage.
The investor must start construction within two years of the permit’s issue date and complete the hotel within five years. Under the Law on Construction of Buildings, failure to finish within that period will require the investor to pay an annual fee for each year, or part of a year, of delay.
