Montenegro’s Ministry of Transport has opened a tender for a consulting firm to advise on and oversee the introduction of the National Port Community System (PCS), with bids due by 30 October 2026, according to the tender notice. The Ministry of Transport is the project’s lead implementing body, while the Ministry of Maritime Affairs is the beneficiary of funds for work at the Port of Bar.

The consultancy is part of the second phase of the Western Balkans Trade and Transport Facilitation Project (TTFP), financed by the World Bank. The government secured the financing from the bank in 2023, and total funding for the project is 15 million dollars, the project documents say.

The tender does not specify the value of the consulting contract. Tender documents say it must be established from the request for proposals (RFP), terms of reference and any estimated contract value; the project’s approximately 640-day duration alone is not enough to calculate the price reliably.

A World Bank “Critical Actions Plan” for project P173620 estimated the consultant’s contract at about 250,000 dollars. That estimate covers oversight of the procurement, installation and commissioning of the PCS, while the same project document puts the cost of designing, supplying and installing the system at about 4.7 million dollars.

The selected firm is expected to have expertise in maritime supply chains and experience designing and managing PCS implementation. It will provide the transport ministry with technical advice during the selection and contracting of the system supplier, then supervise the supplier’s contract through design, procurement, delivery, installation, configuration, integration and testing.

Its oversight will also cover commissioning, operational acceptance and handover of the National PCS. The equipment supplier’s contract for the Port of Bar requires warranty coverage and technical support for the equipment, according to the project documents.

The consulting services are expected to run from November 2026 to 30 April 2028, for approximately 640 days. That period marks the end of the project’s first phase, which includes design, procurement, implementation, commissioning and maintenance.
