Nikšić Municipality and its local Tourism Organisation have identified two sites covering more than 12,000 square metres for hotel development, according to an investment guide prepared by UN Tourism with Montenegro’s Ministry of Tourism. The sites are among 12 locations presented to international investors, financial institutions and tourism development specialists as potential opportunities in Montenegro.

The Nikšić proposals cover different planning and ownership circumstances, so the guide cautions against treating them as one general municipal land offer. The locations also differ in their existing condition and in which body has authority to dispose of the land, matters that would affect how investors assess each project.

The first site covers 5,994 square metres on Bulevar 13. jula, between the City Park and the new Fire Station. It comprises cadastral plots 4358/1, 4358/2 and 4359/1. The stated objective is an urban hotel with at least four stars, aimed at business travellers and also providing meeting, event, wellness and visitor services.

UN Tourism says the first site has mixed-use zoning, with tourist accommodation allowed as a compatible use. It says general urban planning rules allow planning and technical conditions for hotels and other tourism facilities to be issued directly. The agency sees potential for a city, business or boutique hotel with a MICE component, wellness and fitness, athlete recovery services, local food and drink, and bookable products linked to Nikšić’s culture, lakes and mountains.

The guide describes the site as “suitable for an experienced development investor” in urban or boutique hotels, working with an international or regional operator or an established independent brand. That proposal centres on a four-star hotel, while the guide identifies the investor and operator profile as relevant to its development.

Second site proposed as a coordinated project

The other site, on Ulica Vuka Karadžića, covers 6,161 square metres between the Tempo shopping centre and the Nikšić Steelworks. It has no existing buildings and comprises cadastral plots 3078/1, 3084/1 and 3084/6. The guide also identifies the plots as UP4, covering 2,640 square metres, and UP5, covering 3,521 square metres.

UN Tourism proposes developing the two units as a “coordinated greenfield hotel project at the city entrance”, either as one integrated package or in two aligned phases. The land is planned for medium-density housing, within which hotels and other tourist accommodation are permitted as compatible uses.

The guide also presents ten other sites or development areas in Žabljak, Mojkovac, Podgorica and Herceg Novi. The opportunities span hotels, tourist resorts, campsites, glamping, wellness, conference and business facilities, marinas and other nautical tourism projects. UN Tourism is a United Nations specialised agency responsible for promoting responsible, sustainable and universally accessible tourism.

Preparation levels vary across the 12 locations: the guide says some have defined capacity and planning parameters, while others still have open questions about ownership, infrastructure and how investors would be selected. Listing a site does not mean property or planning issues have been resolved, permits obtained, or land prepared for allocation to an investor.
