A petition published on the Parliament of Montenegro’s electronic petitions portal seeks a package of state support for single parents, including free kindergartens, rent subsidies and financial assistance for mothers with young children equivalent to the average salary for at least the first two years after a child’s birth. The proposals are not adopted rights or decisions by public institutions.

Initiated by Slobodanka Krgović, the petition also calls for help with food and clothing, higher child benefits and shorter working hours. Other proposed measures include subsidies for utility bills, monthly material assistance, help buying a home or car, and tax relief for medicines and nappies.

For mothers with babies and young children who face difficulty finding work, the petition proposes material support at the level of the average salary for at least two years from the child’s birth. The initiative says more concrete assistance would make daily life, employment and raising children easier for single parents.

Its rationale says combining employment with sole responsibility for children is difficult. Taking children to kindergarten and school, visiting doctors, preparing meals and running a household all fall to one parent, it says. Krgović warns that parents without anyone to care for a baby have more difficulty finding or keeping a job, while some families are left without sufficient institutional support.
