Podgorica’s Agency for Construction and Development has invited bids to design Zabjelo Local Centre, with an estimated contract value of 423,500 euros including VAT, according to a tender published on 3 November. The amount covers design documentation, not construction. The planned public building will combine a health centre and local centre with a pharmacy and underground garage.
The selected designer must develop the winning concept from an international architectural competition. The health facilities are planned to include a laboratory, general medicine, child healthcare, administrative offices and staff rooms. The local centre will have gathering space, social and youth facilities, a multipurpose hall, administrative areas and hospitality or information services. Underground floors are planned for parking and technical and service rooms.
The site is at the junction of Ksenije Cicvarić and Ilije Plamenca streets, on urban plot UP B2.4 within the Zabjelo 8 Detailed Urban Plan area. The competition covered a 3,292-square-metre plot. Bosnia and Herzegovina architects Arnel Smajlović and Enna Hadžić Smajlović won first prize, worth 35,000 euros.
The contract also includes surveying and engineering-geological and geotechnical investigations. Bids are due to be opened on 4 December, while the planned period for completing the main design is six to nine months from contract signing.
