The Tenants’ Association said its proposals were accepted at a meeting with Public Works Minister Majda Adžović on 3 November 2026. The parties also agreed that the group would have a representative on the commission that will determine who has priority to buy apartments at Velje brdo. The association represents tenants and took part in discussions on the housing project.

A regulation setting out how apartments will be allocated is due to be presented to the public soon, and its adoption is expected by the end of the week. The association will press for the process to be completely public and fair. Its representative, Dragan Živković, said: “We will guarantee transparency, openness, justice and fairness.”

Živković expects apartments at the site to cost up to 1,200 euros per square metre. He visited construction work at Velje brdo on 4 November 2026, at the invitation of the ministries responsible. The visit followed the meeting on allocation proposals and the agreed role for the association in the priority-setting commission.

The association has also advocated social housing, under which people could repay homes through rent or rent them without an obligation to own them, while retaining secure housing. Živković said people “need not be owners, but should be sure they have somewhere to spend their lives.” He considers the project’s planned capacity insufficient compared with the total number of tenants in the country.

The group plans to continue advocating long-term housing policy tailored to citizens and social housing. Živković said policy should “finally serve citizens, not private construction companies,” and address the housing needs of thousands of families. The association will continue to insist on public and fair apartment allocation at Velje brdo.
