Recent data from the Statistical Office of Montenegro (MONSTAT) indicates that the average price per square metre for newly constructed apartments in Montenegro has reached €2,210 as of the fourth quarter of 2025. This figure represents the sales prices for new apartments sold for the first time, based on finalized purchase agreements, and does not account for older properties or other real estate types.
Price variations are evident across different regions of the country. In Podgorica, the capital, the average price per square metre stands at approximately €2,140. The coastal region, characterized by high demand and premium developments, sees prices significantly higher at around €2,570 per square metre. In contrast, the central region reports lower prices at about €1,360 per square metre. Notably, there were no recorded sales of newly built apartments in the northern region during this reporting period.
MONSTAT also emphasized that the composition of sales plays a crucial role in determining the national average price. The proportion of solidarity housing—affordable apartments linked to cooperative or subsidized projects—affects overall averages. Areas with a higher share of these units tend to reflect lower average prices, while those with fewer affordable options show higher averages.
In terms of market segments, newly built apartments overall averaged around €2,420 per square metre. Conversely, apartments classified under solidarity housing were significantly lower at approximately €705 per square metre.
This data highlights ongoing price pressures within Montenegro’s construction and housing markets, particularly in urban and coastal areas where both local buyers and foreign investors are influencing market trends.
