Clarion Engineer Partners with OIE Serbia to Enhance CBAM Knowledge for Renewable Energy Sector

Clarion Engineer has joined forces with OIE Serbia as a Knowledge Partner, introducing its CBAM Verified Electricity Playbook to the renewable energy sector through a dedicated workshop. This initiative will serve as an official addendum to the RES SERBIA 2026 conference program.

The upcoming CBAM Verified Electricity workshop aims to elucidate the new EU framework concerning electricity under the Carbon Border Adjustment Mechanism. It will provide actionable guidelines for renewable electricity producers, suppliers, traders, and industrial buyers, among other stakeholders in the market.

Utilizing its established CBAM Verified Electricity Playbook, Clarion Engineer will offer an operational framework that encompasses the entire electricity evidence chain. This includes aspects such as renewable generation, power purchase agreements, metering, electricity supply, industrial consumption, monitoring, reporting and verification (MRV), pre-verification, and the preparation of documentation for formal verification.

The playbook outlines the roles and responsibilities of various stakeholders including producers, electricity suppliers, traders, industrial buyers, CBAM teams, technical teams, EU counterparts, and verification entities. It also details the necessary procedures and exchanges of evidence required among these parties.

In addition to this playbook, Clarion Engineer has created a comprehensive set of tailor-made CBAM operational playbooks designed for participants across the European value chain. These resources feature specific methodologies for EU importers and authorized CBAM declarants, as well as sector-specific guides for steel and aluminium exporters to the EU. These guides address the handling and documentation of relevant precursor materials and embedded-emissions data.

Furthermore, Clarion has formulated detailed pre-verification procedures tailored to align with the expected workflows of EU-accredited verifiers. This mapping covers the verification process from evidence preparation and data reconciliation to sampling, traceability checks, corrective actions, and final handover to verifiers. Such preparations enable exporters, producers, importers, and declarants to compile their CBAM files in accordance with anticipated formal verification methods.

The workshop will particularly focus on essential integration points between renewable producers and industrial buyers. Key topics will include power purchase agreements (PPAs) and electricity supply contracts, metering and SCADA records, settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation processes, and pre-verification procedures.

This initiative is designed to advance discussions within the market from merely acquiring green electricity to addressing how such electricity can be made traceable, MRV-ready, and verification-ready for relevant CBAM applications.

Participants will analyze the electricity chain from renewable generation through to industrial consumption. They will identify responsibilities concerning each dataset and control document while clarifying how information should be communicated between counterparties and where potential verification risks may arise.

The workshop will serve as a specialized working session within the broader RES SERBIA 2026 program. It aims to assist companies navigating the complexities introduced by the interaction between renewable electricity procurement, industrial decarbonization efforts, and CBAM compliance.

Through its collaboration with OIE Serbia, Clarion Engineer seeks to foster a shared practical language between the renewable energy sector and industrial players. The goal is to support market participants in preparing their contractual frameworks alongside technical MRV and verification processes suitable for the evolving European carbon-accounting landscape.
