Digital Property Administration Enhances Transaction Processes in Montenegro

The Property Administration of Montenegro initiated the electronic issuance of title and possession sheets on 10 July. Through the eKatastar system, users can access documents, pay fees online, and download legally valid, digitally signed records at their convenience using electronic identification. Notaries now also have electronic access to submit cadastral applications.

This advancement aims to streamline transaction times and reduce administrative costs associated with property purchases, mortgages, due diligence, and project development. The overall investment value will rely on the accuracy of records, resolution of historical ownership disputes, and the integration with municipal planning and permitting systems.

In a related development, the Constitutional Court recently reinforced regulatory limitations for construction in the UNESCO-protected area of Kotor. The court dismissed five complaints regarding denied construction permits and clarified that submitting a permit application does not guarantee approval. The ruling emphasized that the protection of the UNESCO-listed natural and cultural site supersedes individual construction interests.

This decision enhances heritage protection but underscores the necessity for early planning-risk assessments for investors along the coast. Ownership of land and existing applications do not ensure protection if planning regulations are modified to meet Montenegro’s international conservation commitments. Consequently, development values in Kotor will increasingly hinge on demonstrated compliance with planning regulations, infrastructure capacity, and alignment with heritage constraints.
