EBRD reports record €215 million investment in Montenegro for 2025

The European Bank for Reconstruction and Development (EBRD) has announced that 2025 marked a significant milestone for its operations in Montenegro, with total investments reaching €215 million across 18 projects. This represents the highest annual investment volume and project count since the bank began its activities in the country over ten years ago.

Approximately 47% of the investments in 2025 were allocated to initiatives aimed at facilitating Montenegro’s green transition, which focuses on promoting a sustainable and climate-resilient economy while enhancing long-term energy security. Furthermore, around two-thirds of the projects included components addressing gender equality and economic inclusion, highlighting the EBRD’s commitment to expanding access to economic opportunities.

The investment programme for 2025 encompassed key areas such as strategic transport infrastructure, renewable energy development, digitalisation of the electricity distribution network, and increased financial support for small and medium-sized enterprises (SMEs) and households via local partner banks. A notable project was the €200 million financing for the Mateševo–Andrijevica segment of the Bar-Boljare highway, which is anticipated to enhance regional connectivity, stimulate tourism and trade, and promote economic growth, particularly in northern Montenegro.

In addition to direct investments, the EBRD facilitated an additional €15 million from co-financiers, thereby broadening the impact of its investments in priority sectors during 2025.

According to EBRD officials, this record level of investment illustrates the bank’s enduring commitment to supporting Montenegro’s green transition, connectivity improvements, and overall economic resilience. It also reinforces the bank’s role in aiding Montenegro’s integration into wider European economic and institutional frameworks.
