Eco-industrial Parks: A New Industrial Development Model in the Western Balkans

Montenegro has joined a regional initiative focused on eco-industrial parks, marking a significant transition towards sustainable and advanced industrial development. Finance Minister Novica Vuković stated that this participation reflects the country’s commitment to aligning with contemporary European economic practices through actionable projects and reforms rather than mere declarations.

During an event in Podgorica regarding eco-industrial parks, Vuković highlighted that this initiative transcends technical cooperation. He noted that it embodies a broader policy vision for Montenegro’s future, emphasizing sustainable industry, environmental stewardship, and adherence to European economic standards as key components of development.

The eco-industrial park initiative is being developed through collaboration between the International Finance Corporation (IFC) and the European Union, supported financially by the Western Balkans Investment Framework (WBIF). This partnership aims to assist regional nations in converting traditional industrial areas into environmentally sustainable and technologically advanced production hubs.

Vuković pointed out that this program paves the way for a structural overhaul of Montenegro’s industrial sector. It focuses not only on infrastructure development but also on creating a new economic framework that fosters resource efficiency, innovation, and environmentally sound production practices. These industrial zones are intended to minimize waste, facilitate resource sharing among firms, and incorporate modern environmental management systems into their operations.

The minister characterized eco-industrial parks as a transformative model for industrial growth in the Western Balkans, mirroring global trends in sustainable manufacturing and circular economy frameworks. Within these zones, companies collaborate on energy consumption, water management, recycling, and logistics to reduce costs while lessening their environmental footprint.

The potential conversion of existing industrial areas into eco-industrial parks could significantly enhance Montenegro’s economic competitiveness and resilience. Upgraded industrial zones are projected to attract higher-value investments from businesses seeking compliance with European environmental and sustainability criteria.

Vuković emphasized that successful execution of these projects relies on robust collaboration among international financial institutions, local public entities, and the private sector. This multi-faceted partnership approach is vital for the advancement of large-scale infrastructure and industrial reform projects while ensuring fiscal stability and transparency.

The government plans to expedite the implementation of infrastructure and development programs associated with the eco-industrial park initiative in the near future. In this context, the Ministry of Finance along with the Investment Agency of Montenegro is expected to play a crucial role in establishing reliable financing mechanisms and promoting innovative investment strategies. By engaging in the regional eco-industrial park initiative, Montenegro aims to align itself with a broader European strategy focused on modernizing industrial production and advancing green economic transformation across the Western Balkans.
