EU Reform Agenda Progress Enables Access to €97.3 Million in Funding

On July 9, Montenegro’s government released its fourth semi-annual report detailing the implementation of the Reform Agenda under the EU Reform and Growth Facility for the period of 2024 to 2027. The report highlights that 34 out of 41 planned reform steps, amounting to approximately 83%, have been successfully completed.

This progress positions Montenegro to request around €97.3 million in financial assistance from the European Union. The reforms executed span several critical areas, including private-sector development, digitalization, energy transition, human capital enhancement, and strengthening the rule of law.

For investors, the significance lies not only in the potential funding but also in the correlation between successful reform implementation and access to future capital. Ongoing disbursement of these funds will hinge on the quality of implementation rather than merely the formal adoption of laws and strategies.

Key factors such as procurement transparency, institutional capacity, regulatory independence, and timely project preparation will be crucial in transforming EU funds into operational infrastructure and attracting private investment.

Additionally, the government has introduced a roadmap aimed at aligning economic data transmission with the ESA 2010 European statistical framework. This alignment is anticipated to enhance the comparability of Montenegro’s fiscal, investment, and economic data during its accession negotiations with the EU.
