Exploring Montenegro’s Salary Landscape: Identifying Regions with the Highest and Lowest Average Incomes

The average salary without taxes and contributions in December amounted to 814 EUR, while the gross salary was 1,018 EUR, according to data from Monstat. When observed by sectors, employees in the financial sector had the highest salaries – 1,285, while looking at municipalities, citizens of Tivat had the highest average net salaries without taxes and contributions – 983 EUR.

The average net salary increased by 0.9% compared to November, and compared to the same month in 2022, salaries increased by 12%.

Taking into account that consumer prices in December compared to November recorded a decrease of 0.5%, it follows that real wages for the same period increased by 1.4% – as indicated by Monstat.

Also, data for the year 2023 show that the average salary was 987 euros gross, or 792 euros net.

Considering that consumer prices in 2023 increased by 8.6% compared to 2022, it follows that real wages for the same period recorded an increase of 2.4% – stated in the report.

As mentioned earlier, by industry, the highest salaries were received by employees in the financial and insurance sector – 1,285. They are followed by employees in the sector of electricity, gas, steam, and air conditioning supply, with an average net salary of 1,187 EUR, and employees in the mining and quarrying sectors with a salary of 1,049 EUR. Those earning over 1,000 EUR also include employees in the information and communication sector – 1,039 EUR.

The average salary for employees in public administration and defense was 935 EUR, and a slightly lower amount was received by workers in the real estate sector – 930 EUR.

Employees in the health and social care sector received an average of 898 EUR in December, while those in education received 810 EUR.

The average salary in the construction sector was 783 EUR, transportation and storage 777, accommodation and food services 768, agriculture, forestry, and fishing 755, arts, entertainment, and recreation 745, professional, scientific, and technical activities 735, and in other service activities 713 EUR.

Employees in the water supply; wastewater management, waste collection, and similar activities sector had salaries below 700 EUR – 686 EUR, wholesale and retail trade; repair of motor vehicles and motorcycles – 670. The lowest average salaries were in the administrative and support service activities sector – 656, and in the manufacturing sector, with an average salary of 649 EUR.

Looking at municipalities, the highest average salary was in Tivat, amounting to 983 EUR. Zeta followed, where the average salary in December was 934 EUR.

The average salary in Cetinje was 854 EUR, in Podgorica 851, in Pljevlja 844, Kotor 826, Plužine 820, and in Žabljak 810 EUR.

The salary without taxes and contributions in Budva averaged 785 EUR, Nikšić 776, Plav and Kolašin 771, Berane 758, Bar 757, and in Gusinje 756 EUR.

Citizens of Mojkovac had an average salary of 754 EUR, while in Rožaje it was 741 EUR, in Herceg Novi 741, Šavnik 720, Ulcinj 709, Danilovgrad 707, and Tuzi 703 EUR.

The lowest average salaries were in Andrijevica and Petnjica – 696, and Bijelo Polje where the average earnings were 667 EUR.
