The government of Montenegro has selected Hungary’s 4iG Group to spearhead the development of a state-owned data center, alongside various ICT infrastructure initiatives. This project is recognized as one of the most significant digital infrastructure undertakings in Montenegro and marks a notable expansion for the Hungarian technology firm in the region.
This initiative is part of a broader intergovernmental cooperation agreement signed between Hungary and Montenegro in July 2025, which aims to enhance digital transformation efforts and strengthen bilateral industrial ties within the ICT sector.
The core component of this initiative involves the construction of a TIER III-certified national data center, which will be designed and managed by 4iG’s international digital infrastructure division. The facility is anticipated to function as a central hub for government data storage, digital services, and secure infrastructure, supporting public administration and essential systems.
While the final investment figures for the data center are still being determined, the overall budget for related ICT projects—including law enforcement digitalization—exceeds €54 million. Additional financing structures are currently being assessed by a collaborative working group.
4iG’s responsibilities will extend beyond mere construction; the company will provide full system integration, equipment procurement, installation, training, and long-term operational support. This positions 4iG as a strategic technology partner to the Montenegrin government rather than just an EPC contractor.
This project signifies a pivotal moment for 4iG as it represents the group’s first substantial international government contract in the digital infrastructure sector, marking its evolution from a national telecom and IT entity to a regional player in digital infrastructure.
From a regional standpoint, this move aligns with a growing trend in Southeast Europe, where governments are increasingly investing in sovereign data infrastructures to bolster e-government services, meet cybersecurity demands, and implement data localization strategies that comply with EU standards.
4iG has already established its presence in Montenegro through its telecom subsidiary, One Montenegro, which has been involved in 5G rollout and network modernization since 2021. The new data center project builds upon this existing relationship by expanding the company’s role from connectivity into core digital infrastructure and data-layer services.
For Montenegro, establishing a state-grade data center presents significant technological and economic benefits. It will facilitate enhanced control over sensitive data, improve the resilience of digital services, and potentially position Montenegro as a regional micro-hub for data processing. This is particularly relevant as EU accession criteria increasingly focus on cybersecurity, interoperability, and digital governance standards.
The project is currently in its preparatory phase, with final investment structuring, timelines, and ownership details still under negotiation. Nevertheless, the initiation of formal cooperation and design processes indicates a definitive move towards execution, positioning Montenegro among other Southeast European nations that are working to institutionalize national digital infrastructure as a strategic asset class.
