Montenegro and Portugal are preparing a memorandum of cooperation in tourism to establish a formal framework for joint projects, experience-sharing and stronger positioning of Montenegro in the Portuguese market. Tourism Minister Simonida Kordić and Pedro Mačado, Portugal’s Secretary of State for Tourism, Trade and Services, agreed at a London meeting to intensify bilateral ties through work on the memorandum.

The proposed framework would cover better air connectivity, training and professional development, knowledge exchange, rural tourism, and cruise and nautical tourism management, according to the meeting’s participants. Kordić identified improved access to Montenegro as a priority for the Ministry of Tourism, saying simpler transport links could increase tourist traffic, open new source markets and strengthen connections between the two countries’ tourism industries.

Kordić said Montenegro was committed to high-quality, year-round tourism built on a well-trained domestic workforce. Portugal presented its network of hospitality and tourism schools and vocational training programmes, while the sides considered exchanges of students, experts and knowledge.

Rural tourism was another area identified for cooperation. Kordić presented results and strong growth in Montenegro’s rural tourism sector, and highlighted its strategic role in balanced regional development, bringing the authentic potential of the north into use and diversifying the national tourism offer. The meeting took place in London during the Montenegrin delegation’s participation in WTM London 2026, a global tourism industry event attended by destination representatives, airlines, investors and other sector participants.
