Montenegro’s Ministry of Transport has opened an international tender to upgrade safety at 22 railway crossings on the Podgorica–Nikšić and Podgorica–Bar lines, according to the tender notice. The World Bank is financing the procurement through the second phase of the Western Balkans Trade and Transport Facilitation Project.

The contract covers reconstruction and upgrading of the crossings, as well as the design, supply and installation of equipment. It is split into two lots: 20 crossings on Podgorica–Nikšić and two on Podgorica–Bar. Bidders may submit offers for either or both lots.

Offers are due by 16 December 2026, when the technical parts of bids are also scheduled to be publicly opened. Price accounts for 70% of the evaluation score, with technical and other non-price criteria making up the remaining 30%.

The tender does not state an estimated contract value, so the final amount will be determined after the procurement and contractor selection. In May, the ministry said 5.3 million euros in grant funding had been secured under the programme to modernise 22 crossings on the Nikšić–Podgorica section. The tender now lists 20 crossings on that line and two on the route to Bar.
