Montenegro’s Climate Strategy Aims for 2035 Closure of Pljevlja Coal Power Plant

Montenegro’s national climate strategy has identified the planned shutdown of the Pljevlja coal-fired power plant by 2035 as a crucial element in the country’s decarbonization efforts. This initiative represents a significant shift in energy policy, aiming to align with European climate targets while implementing a comprehensive set of reforms to reduce greenhouse gas emissions across various sectors.

Despite advancements in economic growth since gaining independence in 2006, Montenegro’s energy infrastructure remains heavily reliant on fossil fuels. The coal-based electricity generation is vital for ensuring stability within the national power grid. Historically, the Pljevlja thermal power plant has been central to domestic electricity supply, particularly during periods of fluctuating hydrological conditions and limited renewable energy generation.

However, the plant is also the largest contributor to greenhouse gas emissions in Montenegro. In 2022, it was responsible for approximately 43% of the nation’s total emissions, underscoring its significant environmental impact. The government has recognized that closing this facility is essential for achieving substantial emissions reductions and moving toward climate neutrality in the future.

The transition plan emphasizes a gradual approach rather than an immediate shutdown. Until sufficient alternative energy generation capacity is established, the Pljevlja plant will continue to play a critical role in stabilizing the electricity supply. Its closure by 2035 is intended to coincide with increased investments in renewable energy projects, particularly in solar and wind sectors, which will gradually take over a larger portion of electricity production.

The climate strategy also addresses emissions beyond the power sector. The transportation sector, another significant source of emissions, is set for transformation through electrification and the introduction of zero-emission vehicles. The long-term vision includes achieving at least 90% zero-emission road vehicles by 2050 and fully electrifying Montenegro’s railway system by 2040.

The transition poses considerable economic and social challenges, especially for the northern municipality of Pljevlja, where coal mining and power generation are key economic drivers. Many jobs and a significant portion of local government revenues are tied to the coal industry. To mitigate these risks, the strategy proposes a Just Transition Plan aimed at supporting affected workers and communities during the plant’s closure and related coal operations.

In addition to energy and transport initiatives, land use and forestry play a pivotal role in emission reduction efforts. Montenegro’s forests are recognized as valuable carbon sinks that can help offset remaining emissions. However, uncertainties regarding their long-term carbon absorption capabilities due to climate change factors like droughts and wildfires are acknowledged within the strategy.

The overarching economic context of this strategy links climate objectives with potential development opportunities. Investments in renewable energy and low-carbon infrastructure are anticipated to foster new industrial activities while decreasing reliance on imported fossil fuels. Montenegro could emerge as a producer and exporter of clean electricity in the regional market as neighboring countries advance their own decarbonization agendas.

Nonetheless, balancing environmental goals with energy security remains crucial. Until new renewable resources and grid enhancements are fully realized, the Pljevlja plant will continue to be an essential component of Montenegro’s electricity landscape. The government envisions a phased transition where renewable energy gradually supplants coal generation while ensuring system reliability and preventing shortages.

The target for closing the Pljevlja plant by 2035 signifies a strategic pivot towards a post-coal energy framework. The success of this objective hinges on the speed of renewable energy implementation, investment in grid improvements, and effective social transition strategies for regions dependent on coal-related industries.
