Montenegro’s Digital Health Initiative Expands Market Opportunities for Medical Equipment Management

Montenegro is advancing its digital health strategy, which aims to consolidate a fragmented medical procurement system and create a more expansive market for health software, equipment tracking, maintenance, and lifecycle services. This initiative comes as public expenditure on medical aids increases, highlighting the need for a structured approach to managing these assets effectively.

On September 10, the Montenegrin government authorized the establishment of an Agency for Digital Health. This agency will oversee the integrated health information system, manage patient and healthcare provider registries, ensure interoperability standards, and certify systems that connect to the national platform.

The government has earmarked €4.88 million in the 2026 budget specifically for the digitalization of the health system, including funding for the new agency. This investment reflects a broader commercial potential that extends beyond hospital information technology.

Private healthcare providers such as clinics, laboratories, pharmacies, and medical equipment suppliers will increasingly require systems that can share information in compliance with established technical and security standards. This shift is expected to drive demand for software integration, cybersecurity solutions, digital identity management, consent management, medical data interoperability, and certification services.

A separate procurement analysis indicates that improved digital infrastructure could yield direct financial benefits. The Montenegro Health Insurance Fund reported spending over €5 million on approximately 45,000 orthopaedic and other medical aids from 2023 to 2025, which includes wheelchairs, prostheses, orthoses, walking aids, and specialized beds.

While some equipment is intended to be returned when no longer needed, the Fund has acknowledged that it has not performed a cost-effectiveness analysis regarding the recovery, refurbishment, and reissuance of these devices. The current supply contract is set to continue until December 31, 2027.

This scenario illustrates a lack of development in the healthcare equipment lifecycle market. Rather than focusing solely on new purchases of medical aids, Montenegro could implement tracking for higher-value equipment throughout its lifecycle—from procurement and allocation to maintenance, return, refurbishment, and disposal.

A comprehensive digital registry could facilitate tracking of device locations, user histories, service records, and availability for reassignment. Refurbishing items like wheelchairs and specialized beds could potentially lower replacement costs while adhering to clinical and safety standards.

This approach would generate ongoing demand for medical-device servicing, refurbishment logistics, and asset management platforms, shifting spending patterns away from one-time purchases.

The demographic trends further underscore this need. An ageing population is driving demand for mobility aids, home care equipment, rehabilitation services, and chronic disease monitoring—making effective lifecycle management increasingly crucial.

The newly formed Digital Health Agency may play a pivotal role in establishing the necessary infrastructure for this transition; however, no specific national medical-device tracking system has been announced yet.

The implications of this initiative extend beyond state-funded healthcare. Private insurers and providers of home health services and elder care may also adopt similar systems to manage devices effectively while coordinating services and monitoring patients remotely.

The certification process initiated by the Agency will likely raise entry barriers for technology suppliers. As technical requirements are set for systems interfacing with national health infrastructure, vendors must demonstrate compliance with interoperability standards as well as cybersecurity and data protection regulations.

This dynamic may favor specialized health-tech firms that can integrate seamlessly into the broader system over standalone software solutions that lack such capabilities.

Montenegro’s push towards digital health represents more than just an administrative upgrade; it has the potential to foster a sustainable market around software solutions, data management, maintenance services, and logistics necessary for efficient healthcare asset management. The reported €5 million expenditure on medical aids exemplifies where these efficiencies could first be realized.
