Montenegro’s recent innovation policy initiative is integrated into the broader context of the country’s European Union accession efforts. The UNDP–UNECE IDEA-ME project, officially titled Innovation for Development and Economic Advancement in Montenegro, aims to enhance the nation’s innovation governance framework, boost research and development capabilities, strengthen connections between science and business, and facilitate integration with European innovation networks. The IDEA-ME project is set to run from April 2025 to March 2027, with a budget of $566,675. The IDEA-ME project builds upon Montenegro’s revised Smart Specialisation Strategy (S3), which identifies priority sectors where competitive advantages can be developed without overextending limited public resources. The five identified S3 priority domains are Construction, Energy and Sustainable Environment, Sustainable Agriculture and Food, Digital Innovation and Transformation, and Innovative and Sustainable Tourism. Moreover, the innovation agenda serves a dual purpose by aligning with key EU negotiation chapters related to enterprise policy, science research, education culture, environmental issues, and information society regulations. A significant challenge remains in the commercialization aspect of research outcomes. While Montenegro possesses institutions geared towards supporting technology transfer and entrepreneurship, there is still a gap between research activities and market applications. The IDEA-ME initiative emphasizes collaboration between scientific research entities and businesses while providing policy incentives for sustainable development goal-driven entrepreneurship.
Practical market-oriented outcomes are essential for the success of this initiative. The Innovative and Sustainable Tourism domain aims to enhance productivity within this sector by promoting digital services and energy-efficient practices rather than merely expanding accommodation options.
Construction remains a vital sector due to its historical role in attracting capital investment. Without innovative practices in place, construction could continue as a low-productivity industry reliant on imports. By adopting higher standards through digital tools like building information modeling and energy efficiency measures, this sector could evolve into a more valuable component of economic development as larger EU-funded infrastructure projects emerge.
