Montenegro’s MEGA Energy Study Sparks Controversy Over Renewable Policy

The recently unveiled Montenegro Energy Growth and Acceleration (MEGA) study has ignited significant debate regarding its influence on the country’s energy policy. Developed by a coalition of international and local stakeholders, the report aims to identify viable sites for renewable energy projects. However, critics assert that it should not serve as a foundation for official energy strategies without further examination.

The MEGA study was created through a collaboration involving The Nature Conservancy, the environmental NGO Eko Tim, Montenegro’s Ministry of Energy and Mining, and the national investment agency, with data sourced from the Montenegrin Electricity Transmission System (CGES). Its purpose is to pinpoint areas with high potential for solar and wind energy development while minimizing environmental and social conflicts as Montenegro moves toward cleaner energy sources.

However, the Civic Initiative “Save Brezna,” representing residents from a rural area in northern Montenegro, has strongly criticized the study. They claim that the document contains significant methodological, factual, and procedural flaws, making it unsuitable for guiding national energy planning or designating Renewable Acceleration Areas. This group has raised concerns about the transparency of authorship and expert validation, questioning the study’s credibility as an objective analysis.

A key point of contention involves a proposed major energy hub and 400 kilovolt substation in Brezna, which residents argue would have detrimental social, environmental, and property-related effects. The initiative contends that the MEGA study appears to endorse pre-selected energy projects by categorizing them as low-conflict and beneficial to the public interest, despite opposition from affected communities. They also express worries about potential conflicts of interest due to the involvement of CGES in data provision and previous affiliations of the lead author with national energy firms.

Critics warn that implementing the study as a policy framework without thorough scrutiny could jeopardize local economies and livelihoods, potentially displacing residents and diminishing land value along with traditional sectors such as agriculture and small-scale tourism. The initiative has stated its intention to pursue all legally available avenues to contest decisions based on the MEGA study if necessary.

In defense of the MEGA study, Eko Tim has dismissed allegations that it favors particular infrastructure projects or sites. The NGO asserts that the analysis is based on an internationally recognized “smart siting” methodology aimed at balancing various environmental, social, and economic considerations when selecting suitable areas for renewable energy initiatives. They also maintain that information about authorship, advisory boards, and methodological details is documented and accessible.

Proponents of the study argue that such analytical frameworks are crucial for effective strategic planning in Montenegro’s transition to renewable energy, especially given the nation’s commitments to enhance renewable generation and lessen dependence on fossil fuels. Supporters believe that identifying low-conflict zones can direct investments toward locations where development is feasible and less likely to encounter community resistance.

The ongoing discussion surrounding the MEGA study underscores broader challenges within Montenegro’s energy policy framework: reconciling rapid renewable expansion with environmental safeguards and community consent. The response of national authorities regarding how they will integrate this study into formal policy—along with any potential demands for further reviews—will be closely monitored by local communities, civil society organizations, and energy planners alike.
