Montenegro has entered into a €30 million sovereign loan agreement with the European Bank for Reconstruction and Development (EBRD) to implement intelligent transport systems throughout its national road network. This initiative aims to provide real-time traffic information, enhance incident and traffic management, bolster cybersecurity measures, and promote climate resilience within transport infrastructure.
While this funding is less than the amounts allocated for Montenegro’s motorway and expressway projects, it seeks to address ongoing challenges related to network operations. Issues such as seasonal congestion, limited alternative routes, road safety risks, and disruptions caused by weather are recognized as factors that directly affect tourism, logistics, and construction sectors. The introduction of digital traffic management technologies is expected to optimize the existing road capacity ahead of more extensive civil engineering endeavors.
The project also introduces an element of sovereign debt exposure, with success metrics focusing on reductions in accidents, improved journey predictability, and decreased disruption costs rather than generating direct revenue from the project itself. Key considerations will include procurement standards, systems integration, data ownership, and the long-term maintenance of roadside and control center equipment.
In a separate development, an infrastructure contract was signed in Tivat for expanding the sewerage network. This includes replacing a distribution pipeline in Donja Lastva and reconstructing the main sewer collector through Donja Lastva and Seljanovo. The awarded works to MPP Jedinstvo are valued at €9.4 million.
This sewerage project holds significance for the tourism sector and property market in the Bay of Kotor region. The capacity for water and wastewater management is increasingly critical for securing approvals for new hotels, residential developments, and mixed-use projects while ensuring minimal environmental impact on the coastline.
