Montenegro has become a significant hub for Turkish business ventures, with over 12,900 Turkish companies currently registered and operating within its borders. This number constitutes approximately 25% of all foreign-owned enterprises in the country, establishing Türkiye as the largest foreign investor in Montenegro’s economy.
Data from investment representatives indicates that Turkish direct investments in Montenegro reached nearly €417 million from 2020 through August 2025. This figure represents about 8% of total foreign direct investment during that timeframe, illustrating a diversified investment strategy that encompasses multiple sectors rather than focusing on isolated projects.
Turkish capital has been allocated across various sectors including real estate, banking, trade, and intercompany financing. Notably, investments in real estate surpassed €35 million, while intercompany loans and other financing methods totaled around €52 million. Additionally, Turkish investors have acquired equity stakes in several Montenegrin firms and financial institutions, thereby enhancing their influence in both productive and financial areas of the economy.
The trade relationship between Montenegro and Türkiye is also on the rise. Current annual bilateral trade is estimated at €200 million, with business associations aiming to boost this figure to €500 million in the medium term. This goal reflects ambitions for greater integration across sectors such as construction, tourism, manufacturing, logistics, and services, bolstered by expanding business networks and improved connectivity.
Institutional collaboration has significantly contributed to these investment flows. Business chambers and bilateral trade organizations have strengthened their partnerships through formal agreements and joint initiatives, facilitating Turkish companies’ navigation of the Montenegrin regulatory landscape while promoting Montenegro as an attractive investment location within Türkiye.
The presence of Turkish corporations signals a notable transformation in Montenegro’s foreign investment profile. With thousands of active Turkish firms, consistent capital inflows, and growing trade objectives, Türkiye has emerged as a crucial economic ally for Montenegro. This influence extends beyond mere investment figures into areas such as employment generation, service provision, and long-term economic integration.
