Vraćenovići solar project receives environmental approval, advancing Montenegro’s renewable energy capacity

Montenegro is progressing towards enhancing its utility-scale solar energy capabilities with the recent environmental approval for a significant photovoltaic project located in Vraćenovići, near Nikšić. This permit marks a pivotal shift from planning to the implementation phase for what is anticipated to be one of the most important solar developments in the nation.

The project involves the installation of 192,000 photovoltaic panels across approximately 1.28 million square meters, categorizing it as a utility-scale initiative. Developer Agenos Energy aims to generate up to 170 GWh annually, contingent upon solar conditions, which would represent a substantial portion of Montenegro’s domestic electricity needs.

In terms of capacity, earlier documentation indicates that the plant will range between ~87.5 MW and 100 MW, highlighting its significance within Montenegro’s relatively modest renewable energy portfolio.

The environmental approval confirms that the project site does not interfere with protected ecological zones, addressing a crucial aspect of Montenegro’s EU-aligned permitting process. A biodiversity assessment revealed the presence of Natura 2000-type habitats and endemic Balkan plant species, necessitating certain mitigation measures during construction but not obstructing project advancement.

From an infrastructure perspective, the development includes building 16 transformer stations and a 1.5 km access road, indicating substantial electrical and logistical integration required for connecting to the grid. The facility will connect to the 110 kV Nikšić–Bileća transmission line, with a connection agreement already established with CGES in July 2024.

The timeline for execution is relatively swift by regional standards. Upon securing final permits, construction is projected to take approximately one year, which could lead to commissioning within a 2027–2028 timeframe, depending on financing and contractor readiness.

The Vraćenovići project signifies a broader transformation in Montenegro’s energy strategy, shifting from pilot-scale projects to industrial-scale generation assets, in line with European decarbonization goals and electricity export initiatives.

Financially, projects of this magnitude typically require capital investments between €50–80 million, based on regional standards of €0.5–0.8 million per MW for utility-scale solar installations. The assurance of a secured grid connection and advanced permitting processes notably mitigates development risks, enhancing the likelihood of achieving financial closure compared to previous projects in the Western Balkans.

The primary challenge now transitions from permitting to system integration. Montenegro’s electricity grid, which currently balances hydro-dominant generation with increasing intermittent sources, will need careful operational management to accommodate additional solar output, particularly during peak production times.

The Vraćenovići project is distinguished not only by its scale but also by its potential role in shaping the future of Montenegro’s renewable energy landscape: fully permitted, grid-connected, finance-ready solar assets that can adapt towards export-oriented energy frameworks.
