A new initiative aimed at facilitating Serbian exporters’ compliance with the European Union’s Carbon Border Adjustment Mechanism (CBAM) has been introduced by wis.dom|bridge™ in collaboration with Clarion Owners Engineer. This initiative seeks to enhance Serbia’s industrial sector alignment with EU carbon regulations.
Both organizations are members of the International Association for CBAM (IACBAM), which focuses on harmonizing industry practices with EU regulations and promoting knowledge sharing across different markets.
The initiative features a “CBAM Knowledge Bridge” model intended to simplify complex EU regulatory requirements into actionable procedures for sectors impacted by CBAM, such as steel, cement, aluminum, fertilizers, and electricity. As the EU prepares for comprehensive financial implementation of CBAM, exporters are increasingly required to provide verified emissions data and establish compliant production processes.
The program integrates regulatory insights with engineering-based execution. wis.dom|bridge™ will spearhead the regulatory interpretation and knowledge transfer aspects, creating frameworks for CBAM interpretation, guidance protocols for exporters, and methodologies for compliance mapping. Clarion Owners Engineer will contribute technical expertise through emissions quantification, system structuring, and pre-verification support to ensure adherence to EU monitoring, reporting, and verification (MRV) standards.
The initiative aims to extend beyond mere advisory services to practical implementation. Participating exporters will benefit from:
- Structured CBAM reporting templates that meet both transitional and definitive phase requirements
- Engineering-driven emissions calculation methods integrated into production workflows
- Protocols for verification readiness aligned with expectations from EU importers and third-party auditors
- Compliance simulation exercises that replicate actual CBAM declaration scenarios and associated costs
A key element of this program is the establishment of a knowledge hub in Serbia, designed as a permanent resource for training, certification preparation, and ongoing technical assistance. The hub will offer structured workshops, technical boot camps, and sessions tailored to industries most affected by CBAM obligations.
This program is also intended to benefit a wider ecosystem that includes local engineering firms entering the CBAM value chain, industrial operators shifting towards carbon-accounted production, and financial institutions evaluating CBAM exposure in their credit and investment portfolios.
By embedding technical expertise and compliance capabilities within Serbia, the initiative aims to assist exporters in fulfilling EU requirements while minimizing barriers in accessing verification and reporting resources.
The first phase of this initiative is anticipated to begin in the latter half of 2026, with pilot projects involving key industrial sectors followed by an expansion across Serbia’s export economy. There is potential for replication of this model throughout the Western Balkans.
As CBAM evolves from a reporting requirement into a financial mechanism, exporters’ ability to adapt effectively will be crucial for maintaining competitiveness in the European market. The CBAM Knowledge Bridge is designed to facilitate this transition by linking regulatory demands with practical implementation solutions.
