The Bijelo Polje Municipality Assembly approved a revised 2026 budget of 33,802,000 euros, up 1,301,000 euros, or 4%, from the original plan. Alida Nuhodžić, secretary of the Municipality of Bijelo Polje’s Secretariat for Finance, said the changes reflect adjustments to planned revenue and expenditure during the fiscal year.
The original budget was 32,501,000 euros. Nuhodžić cited Article 12 of the Law on Budget and Fiscal Responsibility and Article 31 of the Law on Local Self-Government Financing as the legal basis for amendments, which can be made under the budget adoption procedure when planned receipts or spending change. The revised plan was approved with 19 votes; opposition councillors were absent from the vote.
Funding from the Equalisation Fund is set to increase by 2,050,000 euros, or 26.28%, compared with the original 2026 budget plan. Current revenues are budgeted at 12,146,000 euros, 9.11% above the initial plan, while own-source revenues are set at 1,745,000 euros, down 30.99%.
Capital spending is planned at 13,127,600 euros, 2.10% higher than initially budgeted. Within that amount, the capital budget for paving municipal roads rises by 800,000 euros, from 1,300,000 euros to 2,100,000 euros. The Municipality also plans to allocate part of its budget to the newly established Avdo Međedović Public Institution.
Transfers to institutions, individuals, non-governmental organisations and the public sector increase by 1,105,500 euros to 9,726,050 euros. The revised allocations include additional funding for culture and sport, the Museum Public Institution, the Tourism Organisation, education costs and student scholarships, based on requests from publicly funded institutions.
The budget also provides for higher funding for the Centre for Support to Children and Families, the Tisa Centre for Children and Youth with Developmental Disabilities, and the Ratkovićeve Večeri Poezije Public Institution. By contrast, social protection transfers are budgeted at 436,200 euros, 13.49% below the original plan, while debt repayment is set at 1,977,000 euros, a reduction of 23.28%.
The revised budget includes support for the Municipality’s new Avdo Međedović Public Institution, whose operations will be partly funded by the Municipality as its founder. The budget changes also shift the balance between revenue sources: the planned rise in current revenues and Equalisation Fund support accompanies a lower forecast for own-source revenue.
In addition to the budget decision, councillors approved amendments to the 2026 agricultural development support programme, a distribution of 2025 profits for Vodovod Bistrica LLC, and changes to the establishment decisions for six business zones. The budget revision sets the Municipality’s spending and revenue framework for the remainder of 2026.
